Cafeteria & Food Truck Services - DLA Susquehanna
Solicitation # NAFUA1-26-R-0005
The Defense Logistics Agency NAF Contracting Office, on behalf of the Susquehanna Post Restaurant Fund, is soliciting proposals under RFP NAFUA1-26-R-0005 for a single concessionaire to provide full-scope food services at the Defense Distribution Center Susquehanna in New Cumberland, Pennsylvania. This revenue-generating contract requires the contractor to operate Darrs Cafe in Building 430 and the Inflight Cafe in Building 2001, supporting approximately 4,500 personnel with breakfast, lunch, and on-site catering. Optional services include the operation of the government-furnished Grill Fresh food truck and the annual Turkey Day event. The contract structure consists of a two-year base period starting December 1, 2026, with four subsequent two-year option periods, for a total potential duration of 10 years. Because this is a concessionaire agreement, the government will not pay for services; instead, the contractor pays a monthly fee based on the higher of a Minimum Monthly Guarantee or a gross sales commission percentage. Award will be determined through an integrated assessment of technical factors, weighted at 60 percent, and financial fee proposals, weighted at 40 percent. Technical evaluation focuses on the Concession Operating Plan and the offeror's business experience and past performance. Mandatory operational requirements include ServSafe certification for managers, U.S. citizenship and HSPD-12 background checks for all employees, and strict adherence to food allergen labeling and sanitation standards. Proposals must be submitted electronically or via hard copy to Contracting Officer Michael Thompson by October 30, 2026, at 4:00 PM EDT. Offerors must provide a comprehensive submission including a fee schedule, a detailed operating plan, and a five-year performance history.
