ECE/Head Start – Bulk Food/Product Purchase and Delivery for Nutrition Services
Solicitation # 2026_nutrition_servicedelivery_rfpsct-edits.pdf
The Confederated Tribes of the Colville Reservation is soliciting proposals for a prime vendor to provide bulk food and product purchase and delivery services for nutrition services at Head Start sites in Omak, Inchelium, Keller, and Nespelem, Washington. The selected contractor will be responsible for regular weekly deliveries, typically occurring up to twice per week within specific windows: Monday morning to Tuesday at 4:00 p.m., and Wednesday morning to Thursday at 4:00 p.m. To ensure student safety, deliveries are conducted on a dark delivery schedule after hours, with a strict blackout period between 10:30 a.m. and 1:00 p.m. Additionally, the vendor must be capable of fulfilling will call orders within a 30-minute transport time. Strict quality and safety standards apply, requiring all packaging and labeling to conform to USDA and FDA industry standards. Frozen products must be delivered frozen solid at 0 degrees F or below, while chilled items must be maintained between 32 and 41 degrees F. The vendor must provide Child Nutrition labeling and evidence of HACCP program participation upon request. In accordance with federal regulations, the contractor must prioritize domestic commodities, ensuring over 51 percent of final processed products are grown in the U.S. Proposals are evaluated on a 100-point scale considering qualifications, experience with Tribal or government entities, staff expertise, and the reasonableness of time estimates. Significant preference is given to Indian-owned economic enterprises, with awards granted to responsible Indian bidders if their price is within 10 percent of the lowest non-Indian proposal. Required submissions include a detailed approach, staff résumés, TERO certification, and a certification regarding debarment and suspension. Invoices are submitted monthly via email, with payment terms set at 30 days following the receipt of approved invoices and goods.

These products shall meet the specifics listed below. It is anticipated that multiple BPAs will be established based on the various needs. The period of performance is expected to be an inclusive (5) five-year agreement unless otherwise agreed to no longer extend beginning on the date of award in August 2021 through July 2026. BPAs will be established in accordance with FAR 13.303'Blanket Purchase Agreements. The following BPA terms and conditions are mandatory: A. The period of performance for this BPA shall not exceed five (5) years. Each individual purchase under the BPA shall not exceed $995,000.00. The Contracting Officer will provide a list of individuals authorized to make purchases under the BPA to the Contractor upon award. The Contracting Officer may periodically update this list. C. All deliveries made under the BPA shall be accompanied by a delivery ticket or sales slip that contains the following information: Name of supplier. BPA number. Date of purchase. Purchase number. Itemized list of supplies or services furnished. The pricing of these food products and cleaning supplies shall be, to the best knowledge and belief, as low as, or lower than, the price charged to the Contractor's most favored customers for comparable quantities under similar terms and conditions, in addition to any prompt payments. An example of this method would be providing the Government and OPIS report (https://www.opisnet.com/). In addition to the items above that the Contractor must demonstrate, the Government will consider Past Performance information, which may be based on information obtained from the offeror's supplied references through telephone interviews, the PPIRS database, or information obtained by the Government from other sources.
