Fort Buchanan Microgrid

This contract is for the design-bid-build construction of an installation-level microgrid at Fort Buchanan in San Juan, Puerto Rico, aimed at enhancing energy resilience for critical military operations. The project will install approximately 8 MW of new diesel generators and a 4 MWh battery energy storage system, along with a comprehensive microgrid control system featuring paralleling switchgear, transformers, transfer switches, circuit breakers, protective relaying, and fiber optic communications. It will integrate existing onsite renewable generation—4.65 MW of solar photovoltaics and two 275 kW wind turbines—while also installing twelve 12,000-gallon above-ground, ballistic-resistant diesel fuel tanks with a polishing and transfer system to sustain continuous operations for up to 14 days. The work includes site preparation, modifications to the existing electrical distribution system, commissioning, interconnection with LUMA, and all necessary assessments and authorizations. The contract is structured as a Firm-Fixed-Price arrangement under NAICS code 237130 with a maximum value of $45 million and is set aside exclusively for small businesses. Performance is scheduled over 1,141 calendar days from notice to proceed, with a period of performance running from June 18, 2026, to August 2, 2029. Proposals must be submitted electronically in two volumes: Volume I covering past performance and technical approach—including management plan and schedule narrative—with strict page and formatting limits, and Volume II containing pricing details, bonding evidence, financial capability documentation, and CMMC Level 2 certification. Evaluation will follow a best-value trade-off process, where technical merit and price are weighted equally, and awards will be made without discussions unless deemed necessary. Contractors must comply with stringent cybersecurity requirements including NIST SP 800-171 and CMMC Level 2 across all systems handling Federal Contract Information or Controlled Unclassified Information, with continuous compliance mandated throughout the contract term. Delivery and performance are exclusive to Fort Buchanan, Puerto Rico, and all materials and systems must meet applicable standards such as UFGS 01 45 35, ICC IBC, and AISC 360-16.
