AI Contract Overview
The contract involves the design and construction of a sophisticated microgrid system at Fort Buchanan in Puerto Rico, intended to enhance the installation's energy resiliency through on-site generation and storage capabilities. The project calls for the installation of approximately 8 MW of new diesel generators and a 4 MWh battery energy storage system as an optional component. It will also incorporate a comprehensive microgrid control system featuring paralleling switchgear, transformers, transfer switches, circuit breakers, protective relaying, and fiber optic communications. Twelve 12,000-gallon ballistic-resistant above-ground diesel fuel tanks equipped with a fuel polishing system will be installed to ensure continuous critical operations for up to 14 days, with integration of existing renewable energy sources such as a 4.65 MW solar photovoltaic array and two 275 kW wind turbines. The scope includes necessary site work, commissioning, interconnection agreements, assessment, authorization, and modifications to the electrical distribution system. The project expects utility approval from LUMA for net metering and interconnection. This procurement, issued by the Department of Defense through the W072 Endist Louisville office, is a firm-fixed-price contract with a ceiling of $45 million, set aside exclusively for small businesses under NAICS code 237130. The contract duration is 1,141 calendar days from the Notice to Proceed, and proposals are evaluated through a Best Value Trade-Off process prioritizing past performance, technical approach, and financial capability. Full Description
This is a Design-Bid-Build Construction project to provide an installation-level microgrid at Fort Buchanan consisting of approximately 8 MW of new diesel generators and 4 MWh battery energy storage system (BESS), as an option. In addition, the project will install a microgrid control system including, but not limited to, paralleling switchgear, transformers, transfer switches, circuit breakers, protective relaying and fiber optic communication connections. The project will install twelve 12,000-gallon above-ground, ballistic-resistant, diesel fuel tanks with a fuel polishing system to sustain critical operations continuously for 14 days. The microgrid will include integration of existing large-scale onsite generation (4.65 MW from solar photovoltaic (PV) array and two 275 kW wind turbines). The project also includes site work, start-up commissioning, interconnection agreement, assessment & authorization and all associated costs.
The microgrid system will support energy resiliency by providing on-site energy generation, this includes the installation of diesel generators, microgrid control system, electrical interconnection switchgear, interconnection circuit wirings, and modification to the existing electrical distribution system as necessary to establish the Fort Buchanan microgrid network. The net metering and interconnection agreements will require approval from the utility provider, LUMA.
