AI Contract Overview
The Billings Area Indian Health Service intends to award a sole source commercial contract to SteriCycle Inc. for the monthly pick-up and disposal of biomedical waste at the Fort Peck Service Unit facilities in Poplar and Wolf Point, Montana, under FAR 6.103-1, citing that SteriCycle is the only responsible source capable of meeting the agency’s requirements based on market research. The contract period begins October 1, 2026, and ends September 30, 2027, with four optional one-year extensions available at the government’s discretion. The contractor is responsible for supplying, maintaining, and replacing 28-gallon red-bagged waste bins at the Verne E. Gibbs Health Center and Chief Redstone Health Center, ensuring biweekly collection and full compliance with Montana Infectious Waste Management Act, Administrative Rules of Montana, OSHA, and CMMS accreditation standards. Inspection and acceptance occur on-site at each facility, where facility managers or their designees visually verify waste removal and sign pick-up manifests to confirm service completion. No competitive solicitation will be issued, and the government has exercised its discretion to proceed non-competitively, though any firm believing it can provide the service may submit written notification within seven days of the notice’s publication to be considered for future competitive action. No pricing details, contract type, or formal clauses are specified in the notice, and while the contract does not require security clearances, key personnel designations, or organizational conflict of interest provisions, it does mandate adherence to regulatory waste handling standards and the use of specific container sizes and red bags for compliance. The contracting office is located in Billings, Montana, and inquiries should be directed to Ashley Flynn at ashley.flynn@ihs.gov.
