Fremont Solar (Springbok 2 Solar Farm) Project by 63SU 8ME, LLC

The Springbok 3 Solar Farm Project, managed by 63SU 8ME, LLC, involves the construction, operation, and decommissioning of a photovoltaic solar power-generating facility with a capacity of up to 100 megawatts. Located on private lands east of State Highway 14 in eastern Kern County, California, the project encompasses a total area of 715.16 acres, which includes a 677-acre solar site, access roads, onsite offices, and undeveloped land. The project is governed by the California Department of Fish and Wildlife through an Incidental Take Permit under the California Endangered Species Act, as the development impacts the habitats of the endangered desert tortoise and the threatened Mohave ground squirrel. Under Major Amendment No. 2, the project scope specifically includes the installation of permanent desert tortoise fencing along the west side of Parcel 49 and the construction, restoration, and compensatory mitigation of a 4-acre staging area and parking lot. The California Department of Fish and Wildlife issued a Notice of Determination on December 1, 2025, stating that the project will not have a significant environmental effect within its jurisdiction. Kern County serves as the lead agency for the project, with the site specifically situated across various sections of Township 30 South and Township 31, Range 37 East.
