Full and Open Competition for Outside Runway PAPI, Vance AFB

This solicitation, identified as XTLF20-1018, is a combined synopsis and Request for Quote for the full replacement of the Outside Runway Precision Approach Path Indicator (PAPI) systems at Vance Air Force Base in Enid, Oklahoma, under NAICS code 237130. The work requires complete removal of existing PAPI units and installation of new FAA-compliant LED PAPI systems meeting FAA AC 150/5345-28 Type L-880(L) standards, including new concrete pads, mow strips, Constant Current Regulators, conduit runs with trenching and handholes, grounding, electrical work, and site restoration with sod installation. The procurement is a full and open competition with no set aside, and award will be made on a Single Firm-Fixed Price basis using the Least Cost/Technically Acceptable methodology, contingent upon availability of funding, which is not currently secured and cannot be guaranteed.
