The project includes design services and installation at multiple California locations, with an anticipated Request for Proposal (RFP) release in November 2025 and contract award by June 2026. The contract is expected to be a five-year, firm-fixed-price indefinite delivery, indefinite quantity arrangement, primarily involving manufacturing at the contractor’s site and installation services at China Lake, Point Mugu, and Port Hueneme. Interested firms of all sizes are encouraged to respond by submitting a capabilities statement that demonstrates their ability to meet the requirements, including relevant past projects and organizational details. Respondents must adhere to submission guidelines, including a page limit and email submission to designated contacts, and must not include classified information.
