AI Contract Overview
This contract requires the procurement, delivery, and installation of modular office furniture across three rooms at Schriever Space Force Base in Colorado Springs, Colorado, under a total small business set-aside. The contractor must be a small business, and any manufacturer used must also be a small business, with full disclosure of the manufacturer’s UEI and CAGE code required to comply with the nonmanufacturer rule. All work must adhere to strict specifications including the Architectural Barriers Act for accessibility, Davis-Bacon wage rates, and 50 CES electrical standards, while ensuring all installations are performed by manufacturer-certified installers. The contractor is responsible for removing and disposing of existing furniture, performing all electrical connections through licensed professionals, cleaning the site thoroughly, and submitting documentation such as updated layout drawings, warranties, and assembly instructions. A joint acceptance walkthrough with the Government Acceptor is mandatory, and final acceptance hinges on full compliance with the Inspection/Acceptance Checklist, including functionality, alignment, cleanliness, and proper assembly. The solicitation, identified as FA255026Q0011, has undergone multiple amendments extending the quote submission deadline to 29 May 2026 at 10:00 AM MT, with attachments including the revised Statement of Work, finalized RFI responses, CAD drawings in AutoCAD format, and the Davis-Bacon wage determination. Offerors must submit their proposals via email to the designated points of contact and include a cover sheet, CLIN pricing spreadsheet, technical narrative, and bill of materials. Evaluation is based on a best-value trade-off approach where technical acceptability, delivery/installation capability, warranty terms, pricing, and past performance are each considered approximately equal in importance to price. The contract incorporates mandatory FAR and DFARS clauses addressing cybersecurity compliance, including CMMC certification and flow-down obligations, as well as DEI discrimination prohibitions, security protocols for base access, whistleblower rights, and restrictions on certain foreign suppliers. All personnel must complete security briefings, clear NCIC checks, and are prohibited from carrying firearms on base. Payment will be processed through WAWF, and no contract value is specified, as pricing is to be provided by offerors in Attachment 4, which remains undisclosed in available data.
