This is a COMBINED SYNOPSIS/SOLICITATION for commercial supplies with services, prepared in accordance with the information in the Revolutionary FAR Overhaul (hereinafter “RFO”) FAR Part 12, Acquisition of Commercial Products and Commercial Services, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued


PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.gov (https://sam.gov/).



The reference number is N0018926QL176. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-06 (effective 1 October 2025) and DFARS Publication Notice 20251110 (effective 10 November 2025). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

The applicable NAICS code is 516210 and the Small Business Standard is $15.0 (millions of dollars). The Product Service Code is 7A21. The purpose of this requirement is to procure e-Journal Subscription Services in accordance with the Statement of Work.


The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a Firm-Fixed-Price purchase order to Cengage Learning, Inc. per the attached Redacted Sole Source Justification. As a result, this requirement will not be set aside for small business concerns. The activity’s small business office concurs with this determination.


This notice of intent is not a request for competitive proposals. The Government intends to solicit and negotiate with only one source, Cengage Learning, Inc.  The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.


Quotes shall be submitted to Ms. Trumeka King at trumeka.c.king.civ@us.navy.mil no later than 11:00am EST, 15 June 2026. Quote submissions received after the stated submission deadline may not be considered for award.


System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.


All quotes shall include price(s) showing any and all materials and labor, FOB destination, a point of contact, name and phone number, business size, and payment terms. The quote shall explicitly confirm that the quoter can meet all of the Technical Requirements and provide all of the Deliverables for the period of performance specified above. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
