The Federal Bureau of Investigation (FBI) plans to issue a firm fixed price contract to Quova Inc. for the renewal of its GeoPoint Software Subscription. This software subscription must be compatible with the FBI's existing GeoPoint system and is procured under Simplified Acquisition Procedures, as Quova Inc. is the sole manufacturer and provider of this specific software. The contract duration includes a base period of 12 months with an option to extend for an additional year, contingent on the FBI’s ongoing need and funding availability. The acquisition is categorized under NAICS code 518210, relevant to the software industry, and is being solicited through Request for Quotation (RFQ) number 0910036. Due to the uniqueness of the software and the market research confirming Quova as the only viable source, the Government intends to award the contract without competitive bidding under FAR 6.302-1. However, interested parties are invited to submit a written statement of interest along with technical qualifications by May 13, 2011. The Government will review any responses but reserves the right to proceed with the award to Quova Inc. if no other qualified proposals are received. The place of performance and delivery is Washington, D.C., with the point of contact being Mabel L. Comfort, Contract Specialist. The contract is subject to current provisions and clauses as specified in Federal Acquisition Circular 2005-50.
