The Portfolio Acquisition Executive Maneuver Ground Project Manager Maneuver Medical Systems is soliciting prototype proposals for a Scanner Ultrasonic Ocular device under Other Transaction Authority pursuant to 10 U.S.C. 4022. AI Contract Overview

The National Institutes of Health Nida, specifically the National Institute of Mental Health, issued award notice NIMH-21-001929 for the procurement of Grapevine 320 Channel Recording System Components. This acquisition is designed to expand neuropsychology research capabilities used to study brain-behavior relationships in nonhuman primates by splitting an existing recording system to support two rooms and expanding into a third. The procurement was conducted as a non-competitive, sole-source simplified acquisition under FAR Part 13 due to the highly integrated and proprietary nature of the Ripple LLC data acquisition system. The required equipment, specifically the Grapevine Neural Interface Processor and associated parts, must maintain total compatibility in form, fit, and function with existing Ripple Nano2 front end amplifiers and other analog and digital front end components. Because no other vendor can reproduce this proprietary equipment or provide interchangeable hardware, Ripple LLC was identified as the only source capable of furnishing the requirements. The contract specifies a delivery timeline of 90 days after receipt of order and includes a one-year warranty period for the components.

Full Description

The essential characteristics of the Grapevine Trek NIP (Neural Interface Processor) and associated parts that limit the availability to a sole source are their full compatibility with the front end components (neural amplifier front end, analog front end and digital front end) of the Ripple LLC data acquisition system. Only this suggested source can furnish the requirements, to the exclusion of other sources, because the NIP recording system is a highly integrated and proprietary sytem. No other hardware from another vendor can be interchanged with the Ripple components, no other vendor can reproduce the proprietary equipment. Note that proprietary solutions are universal in large-scale commercial neurophysiology recording systems, so the Ripple system is not unusual in this respect. The material must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is Ripple Nano2 front end amplifiers and Ripple analog and digital front end amplifiers, and the new item/service must coordinate, connect, or interface with the existing parts to create a complete operational system by direct connection with existing components.
