Greenhouse Repair and Maintenance - Summerland RDC

Agriculture and Agri-Food Canada’s Summerland Research and Development Centre in British Columbia requires a five-year service contract for licensed skilled trades to perform overhaul, installation, removal, replacement, repair, and preventative maintenance on three greenhouse facilities on an as-and-when-requested basis. The contract will be managed through Task Authorizations (TA), each detailing the scope of work, deliverables, and completion timelines, with the contractor required to submit a detailed cost estimate within two calendar days of receiving a TA. Work must be performed exclusively at the Summerland site, and all services must be delivered in English. Personnel granted access to the site must hold a valid Reliability Status approved by AAFC and are strictly prohibited from accessing, processing, or storing PROTECTED or CLASSIFIED information, with no use of IT systems for such data. The contractor must comply with occupational health and safety regulations, particularly regarding hazardous materials potentially present in older building components, and use only CSA-certified equipment unless prior written approval is obtained from the Project Authority. Materials and parts are supplied at cost, including transportation, customs, brokerage, and a markup covering purchasing, administrative overhead, and profit, excluding applicable taxes. Labor is priced separately for regular hours and outside regular hours, with annual quantities established for each year of the contract term. All invoices must be itemized, tied to a specific TA and contract number, and submitted only after full completion of the work; payment for undisputed invoices is due within 30 days, with interest accruing on overdue amounts. The contractor must maintain complete accounting records for audit purposes and allow Canada or its representatives access during normal business hours. Proposals must be submitted electronically via CPC Connect by the deadline, organized into financial and compliance sections, and include mandatory forms such as the Offer Submission and Offeror Declaration Forms. Offers are evaluated solely on the lowest total price after confirming compliance with all mandatory requirements, and failure to meet any such requirement results in immediate non-compliance. Subcontractors cannot be used without AAFC’s prior written approval, and the contractor remains fully liable for all work performed. Former public servants receiving pensions must disclose this information, and compliance with international sanctions, anti-forced labor laws, and reciprocal procurement rules is mandatory. A site visit is recommended but not required, and failure to attend will not disqualify an offer.
