Greenhouse Repair and Maintenance - Summerland RDC

Agriculture and Agri-Food Canada’s Summerland Research and Development Centre in British Columbia is seeking a five-year service contract for licensed skilled trades to provide overhaul, installation, removal, replacement, repair, and preventative maintenance services for three greenhouses on an “as and when requested” basis. The contract will be activated through Task Authorizations issued by the Project Authority, each specifying the scope of work, deliverables, and completion timelines. Contractors must respond to each Task Authorization with a proposed cost estimate within two calendar days of receipt and cannot begin work until a formally authorized Task Authorization is received. The work includes comprehensive inspections and repairs of greenhouse systems such as vent rod systems, Argus sensors, actuators, shades, benches, irrigation, lighting, and electrical components, and requires strict adherence to CSA standards, manufacturer instructions, and industry-quality practices. All services must be delivered in English, and materials must be delivered with manufacturer seals intact, with any non-CSA-approved or used equipment requiring prior written approval. Personnel accessing the site must hold a valid reliability status granted by AAFC and are strictly prohibited from accessing PROTECTED or CLASSIFIED information or using government IT systems for such data. The contract mandates complete and accurate recordkeeping of all costs and labor, subject to audit by the government, and requires invoices to be submitted only after work completion, itemized with labor hours, rates, materials, and markup, and must be sent to the designated AAFC address for payment within 30 days of receipt. Payment terms include interest on overdue amounts and 15 percent withholding for non-residents unless a CRA waiver is provided. Pricing is structured with fixed annual labor allocations for regular and outside-hours work and materials provided at cost plus markup covering procurement, overhead, and profit. Offers must be submitted electronically via CPC Connect by the deadline, include mandatory forms including the Offer Submission Form and Offeror Declaration Form, and meet all security, compliance, and ethical requirements, including adherence to international sanctions, anti-forced labor laws, and reciprocal procurement rules. Former public servants receiving pensions must disclose this on the declaration form, and joint ventures must provide full membership details. The bid evaluation process uses a lowest-priced compliant offer model, with non-compliance resulting in automatic rejection. An optional site visit is scheduled for June 24, 2026, and failure to attend does not disqualify an offer, but all proposals must fully comply with the solicitation’s mandatory requirements to be eligible for award.
