Vehicle Repair and Maintenance - Group D, Category 1 & 2

The Department of National Defence is seeking a standing offer for comprehensive preventative and corrective maintenance services on a diverse fleet of Group D vehicles and equipment, including ATVs, UTVs, snowmobiles, snow blowers, generators, outboard motors, and small engines such as chainsaws, chop saws, and pressure washers from manufacturers like Arctic Cat, BRP, Honda, Husqvarna, Ski-Doo, Stihl, Polaris, and Yamaha. The contract requires service providers to perform both scheduled inspections and servicing under Service Category 1, and full mechanical and electrical repairs under Service Category 2, returning all equipment to the original equipment manufacturer’s condition at the time of purchase. All personnel must be fully licensed and certified to work on this equipment, with a minimum of three valid Certificates of Qualification or registered apprentices under Ontario’s Building Opportunities in the Skilled Trades Act. The work must comply with Ontario laws including the Consumer Protection Act, Highway Traffic Act Regulation 611, Environmental Protection Act, and national safety standards, and all maintenance must reference ProDemand technical guidelines. The standing offer will be awarded for an initial three-year term, with the government retaining the option to extend for two additional one-year periods under the same terms and pricing. Evaluation will be based on a scoring system weighting 60 points on the lowest hourly labour rate and 40 points on the highest discount offered on parts and materials relative to MSRP. Offers must meet all mandatory technical criteria and include both service categories to be considered valid, with failure in any pass/fail gate resulting in rejection. Invoicing requires detailed breakdowns of labour rates, quantities, unit prices, applicable taxes with registration numbers, and supporting time sheets, and must be submitted only after work completion. Payments are contingent on acceptance of work, accurate documentation, and compliance with tax obligations, including a 15 percent withholding for non-resident contractors unless a CRA waiver is provided. Contractors must maintain quality systems aligned with ISO 9001:2015, retain all inspection records for the contract duration and one year beyond, comply with anti-forced labour requirements, adhere to the Code of Conduct for Procurement, and ensure all insurance and legal obligations are met at their own expense.
