Job Order Contract (JOC
Solicitation # RFP 25-02
Grand Prairie Independent School District has issued RFP 25-02 for a Job Order Contract (JOC) covering installation services for maintenance, facilities, transportation, and food service. This is a qualifying bid only, meaning there are no specific jobs required at this time; instead, successful bidders are placed on a Board-approved district vendors list for recurring work such as repair, alteration, renovation, and minor construction. The solicitation was issued on September 26, 2025, and will accept bids continually through August 31, 2027. Pricing is determined by a coefficient multiplier applied to RSMeans Cost Data, the Gordian Task Catalog, or the JOC Core Book. The award process is based on a multi-award, multi-year structure using a scoring system where vendors must achieve a minimum score of 47 to qualify. Evaluation factors include purchase price, vendor reputation, quality of services, past relationship with the district, and HUB status. Vendors must comply with strict administrative requirements, including the submission of a W-9, ACH payment authorization, and a Certificate of Interested Parties via the Texas Ethics Commission. Additionally, all personnel must pass criminal background checks, and vendors must maintain specific insurance coverages, including general liability and workers compensation. For contracts funded by federal grants, compliance with 2 CFR Section 200 EDGAR certifications is mandatory.
