Full Description

The Naval Surface Warfare Center, Carderock Division, has a requirement to obtain services for the testing of Metal Matrix Technology (MMC) for use in the fabrication of shaft seals for installation onboard US Navy ships. The services will be obtained from Wartsila Lips, Inc. (WLI) in Chesapeake, VA. WLI is the only manufacturer of the main shaft seals currently in use aboard US Navy surface ships. The Government needs to test the performance of metal matrix composite (MMC) castings for replacement of the phosphor bronze seats in those seals. The testing needs to be done in conjunction with the existing WLI shafts seals. Only WLI has access to the technical data required to accomplish the required testing. In addition, WLI has the only known test equipment that can be used in conjunction with the their seals. The contract type will be Firm Fixed Price - Services, with two options to obtain two (2) additional series of tests. It is anticipated that the solicitation will! be issued on or about 15 October 2004, with the receipt of proposals due 30 days thereafter. See Numbered Note 22.
