AI Contract Overview
The Department of Veterans Affairs, through its Network Contracting Office 21, is seeking information from qualified contractors to support potential future procurement of fire door inspection, certification, preventative maintenance, and repair services at the Palo Alto Health Care System. This is strictly a sources sought announcement and not a solicitation for bids or proposals, meaning no contract will be awarded as a result of this request, and the government will not pay for any information submitted. All responses are preliminary and non-binding, intended solely to inform the government’s procurement strategy. The work involves annual inspections and maintenance of fire and smoke doors, hatches, chutes, roll-up doors, and associated hardware in compliance with NFPA 101, NFPA 80, NFPA 105, OSHA, and EPA standards. Contractors must demonstrate the ability to perform these services using certified Fire + Egress Door Assembly Inspectors (CFDAI), journeymen-level technicians, and must comply with all applicable safety, security, and administrative requirements, including conducting background checks for personnel accessing VA facilities. A detailed draft Performance Work Statement outlines the scope, deliverables, including written service reports, physical inspection labels, deficiency reporting timelines, and submission of Safety Data Sheets for any hazardous materials used. The contract, if awarded, would be a five-year base with four one-year option periods, with monthly invoicing contingent upon completed work verified by the Contracting Officer’s Representative. All interested offerors must respond via email to Gary Christensen by 10:00 A.M. PDT on June 23, 2026, and include mandatory information including company legal name, SAM Unique Entity ID, socioeconomic status (with verification for SDVOSB/VOSB registration with the SBA), primary point of contact, capabilities and certifications demonstrating compliance with technical requirements, relevant past projects including federal contract numbers, a clear breakdown of which services will be performed in-house versus subcontracted, the approximate percentage of work intended for subcontractors, and completion of the provided informational pricing worksheet. Small businesses, including SDVOSBs and VOSBs, must comply with the FAR 52.219-14 limitation on subcontracting, requiring that at least 50 percent of the cost of personnel performance be expended on their own employees. Contractors must maintain an active SAM registration and reference RFQ number 36C26126Q0819 on all correspondence. The North American Industry Classification System code is 54
