H259--Triennial Electrical Equipment Testing CI

This contract is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for Electrical Equipment Testing Services at the VA Central Iowa Health Care System, identified by solicitation number 36C26326Q0838 and title H259--Triennial Electrical Equipment Testing CI. The work encompasses comprehensive maintenance, inspection, testing, and calibration of the facility’s electrical power distribution system, including 17 medium voltage liquid-filled transformers, 15 KV Square-D switches, air medium-voltage metal-enclosed switches, and insulated-case/molded-case circuit breakers. Performance must occur over four consecutive days (Friday to Monday), with all shutdown and testing activities conducted after normal business hours or on weekends. The contractor must comply with NETA MTS 2023 or later, ANSI/NETA procedures, VHA Directive 1028, NFPA 70E, and OSHA 29 CFR 1910, and ensure all test instruments, tools, and personal protective equipment (PPE) are currently calibrated with visible labels. The crew leader must hold a Level III certification and be physically present on-site, and the contractor must provide valid commercial/industrial electrical licenses and resumes for all proposed personnel. Subcontracting is limited to no more than 50% of the contract value going to non-SDVOSB entities, and the contractor must submit a signed Certificate of Compliance for Limitations on Subcontracting along with a Sustainable Acquisition Plan detailing compliance with FAR subpart 23.1.
