This procurement is designated as a firm-fixed-price contract exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) verified in the VA's VetCert database. Contractors must coordinate closely with VA Engineering staff and the Contracting Officer’s Representative, participate in site visits as needed, and submit detailed reports documenting test results, identified deficiencies, and corrective recommendations within seven days of completion. The Statement of Work emphasizes strict compliance with safety and technical standards, requiring personnel on site to be NETA-certified or equivalent, OSHA 10-hour safety trained, and recognized as “Qualified Persons” under NFPA 70E. Contractors must have at least five years of continuous experience performing such work in healthcare, industrial, educational, or commercial settings and ensure all test equipment and PPE are properly calibrated. A critical element of performance is supporting the VA’s 4-hour Essential Electrical System (EES) load test, which validates emergency power functionality. Deliverables include submission of both electronic and hard-copy reports and documentation. While formal clauses and evaluation factors have not yet been established, adherence to technical standards and SDVOSB eligibility are key prerequisites for award. All work is to be performed on-site at the Tuscaloosa VA Medical Center in Alabama, underscoring the importance of onsite technical capability and coordination with facility personnel.
