The contract is a HUBZone set-aside solicitation numbered FA488726Q0021 for hangar and roll-up door maintenance services at Luke Air Force Base in Arizona, with a performance period spanning five years from July 1, 2026, through June 30, 2031, including four optional years. The work requires comprehensive preventative maintenance, inspections, and unscheduled repairs for hangar doors, roll-up doors, sliding doors, rolling doors, and dock levelers, with specific tasks including semi-annual inspections for roll-up doors (335 per year), annual inspections for hangar doors (52 per year) and dock levelers (18 per year), annual fire door drop tests (4 per year), and a set number of service calls and additional repair labor hours. All work must be performed by tradesmen with at least five years of experience, by personnel certified in NFPA 80 fire door drop testing, and under an Arizona state license. The contractor must supply all labor, tools, materials, and equipment except for government-furnished items, and must comply with strict safety standards, environmental regulations, and installation access protocols, including submitting employee social security numbers and ensuring commercial vehicles are properly marked. Proposals must include a detailed technical approach that goes beyond restating the PWS, and pricing must be submitted exactly as per the bid schedule with clearly defined CLINs and total evaluated prices; failure to comply results in non-responsiveness. The evaluation process uses a two-step gate: technical acceptability and a Green or better Supplier Performance Risk System rating are mandatory thresholds, after which award goes to the lowest-priced technically acceptable offer. Invoicing is mandatory through the Wide Area Workflow system using specific DoDAACs and requires separate documentation for parts and repairs, including supplier receipts. The contract includes stringent security clauses, whistleblower protections, cybersecurity requirements for safeguarding defense information, and representations concerning foreign ownership, telecommunications equipment, and tax exemptions. Funds are not yet available, and the government retains the right to cancel without obligation. The solicitation was updated on June 11, 2026, with revised PWS and bid schedule documents, extending the response deadline to June 16, 2026. All offerors must be current on their SAM representations, and contract administration is managed through specific points of contact at Luke AFB.
