The U.S. Patent and Trademark Office (USPTO) plans to award a single-source contract to National Office Systems, Inc. for the maintenance of the High Density Storage System, specifically the Aisle Saver EL-1000, located at the USPTO’s Scientific and Technical Information Center in Alexandria, VA. The contract, valued at approximately $40,000, will cover an initial one-year period with four additional option years. National Office Systems is the sole qualified provider capable of meeting the contract requirements due to their exclusive status as the only authorized Borroughs Corporation dealer support provider in the mid-Atlantic region. Borroughs Corporation is the original manufacturer of the storage system, and repairs must be conducted by certified technicians to maintain warranties. This contract falls under the NAICS code 811310, which covers commercial and industrial machinery repair and maintenance, and is designated as a Total Small Business Set-Aside under the SBA guidelines. The USPTO’s decision to issue a single-source award is based on exemptions from the Competition in Contracting Act and the agency’s specific acquisition guidelines. The notice explicitly states that this is not a Request for Quote, and no competitive bidding will be conducted. The point of contact for this acquisition is the USPTO Contract Specialist Dru R Olson.
