Hologram Licensing Support

The U.S. Army, through the Office of the Chief of Public Affairs and the W6QM Micc-Ft Knox contracting office, is seeking a contractor to serve as the sole provider of officially licensed hang tags, hologram stickers, package seals, and track and trace technologies to safeguard Army brand integrity, prevent trademark infringement, enable auditable product tracking, and enhance public perception. This commercial acquisition under solicitation W9124D26QA136, amended to extend the response deadline to 27 May 2026 at 2:00 p.m. Eastern Time and the question deadline to 6 May 2026 at the same time, requires the contractor to perform all work at their own facility. The contract is structured as a firm fixed price agreement with a base period from 24 June 2026 to 23 June 2027 and four optional one-year periods extending through 23 June 2031, though no government funding is allocated—the contractor is expected to generate revenue directly from licensees rather than from appropriated funds. Offerors must comply with detailed technical requirements including MIL-STD-129 and MIL-STD-130 for packaging, labeling, and unique item identification using machine-readable Data Matrix barcodes, and must submit electronic renderings, physical samples, management plans, and 60-month pricing data aligned with the Army Trademark Licensing Program guidelines. Proposals are evaluated using a best-value tradeoff approach with technical capability—assessed through proposed execution, design, and management approach—as the most critical factor, significantly outweighing past performance and price. Technical proposals are capped at five pages, pricing at five pages, and past performance at five pages, with strict adherence to formatting rules required for consideration. The contractor must appoint a project manager, avoid employing current DoD personnel without approval, ensure all personnel clearly identify as contractors, secure all government data, and conduct a mandatory kickoff meeting within ten days of award. All deliverables must be inspected and accepted at the Office of the Chief of Public Affairs in Washington, D.C., and invoices must be submitted exclusively through Wide Area WorkFlow. Offerors must also complete required SAM registration, represent their size and socioeconomic status, and comply with clauses prohibiting contracting with inverted corporations and requiring security prohibitions.
