Household Hazardous Waste Facility Operations

The City of Thousand Oaks is soliciting a qualified contractor to operate and manage its Permanent Household Hazardous Waste (HHW) Facility, a high-volume operation processing over 13,000 carloads and more than 500,000 pounds of hazardous materials annually. The contractor will be responsible for comprehensive facility operations including staffing, transportation, and cradle-to-grave disposal of HHW, as well as managing a Very Small Quantity Generator (VSQG) collection program, supporting a potential door-to-door pickup service, and running the City’s Material Reuse Program. Full compliance with California Code of Regulations Title 22, EPA standards, and CalRecycle guidelines is required, with strict adherence to labeling, packaging, and manifesting rules under 40 CFR §§66262.30–66262.32. Facility performance must meet detailed inspection criteria including container integrity, proper segregation of incompatible materials, accessible spill response equipment, and legible labeling, with rejected materials defined by chemical bans, container condition, fill levels, and label readability. The contractor must demonstrate proven expertise in HHW management, environmental sustainability, and regulatory compliance, with key personnel—including a Project Manager and Site Supervisor—subject to City concurrence and replacement restrictions following a 60-day trial and 30-day remediation period. The contract requires full organizational and operational transparency, including mandatory disclosures under the Levine Act for campaign contributions to Los Angeles City Councilmembers, a signed Non-Collusion Affidavit, and full reporting of any negative contract history. All subcontractors require prior City approval with insurance and scope documentation, and the contractor must maintain comprehensive insurance coverage including Commercial General Liability, Pollution Liability, Automobile Liability, and Umbrella/Excess Liability, with the City named as an additional insured and coverage terms ensuring defense costs are outside policy limits. Field staff must hold 40-hour Hazwoper certification with annual 8-hour refresher training and medical clearance.
