Household Hazardous Waste Facility Operations

The City of Thousand Oaks is soliciting proposals for a qualified contractor to operate and manage its Permanent Household Hazardous Waste (HHW) Facility located in Newbury Park, California. The selected partner will be responsible for the full operational management of the facility, including staffing, collection, transportation, and cradle-to-grave disposal of hazardous materials. The scope of work encompasses managing a high-volume facility that processes over 13,000 carloads and 500,000 pounds of hazardous materials annually, as well as overseeing a Very Small Quantity Generator (VSQG) collection program, a Material Reuse Program, and public outreach and education. Performance is governed by strict regulatory standards, including California Code of Regulations Title 22 and OSHA Hazwoper training requirements. The contract term runs from the execution date through December 31, 2030, with a potential extension of up to two additional years. Award decisions will be based on best overall value, evaluating factors such as project understanding, demonstrated competence, environmental sustainability, and cost reasonableness. Key requirements include maintaining high insurance coverage, specifically 4 million dollars in general liability and 5 million dollars in pollution liability with a five-year tail. Proposals must be submitted electronically via the City's eProcurement portal by August 19, 2026, and must include a technical proposal, a separate cost proposal using the provided master workbook, and mandatory certifications including a Non-Collusion Affidavit and Levine Act Disclosure.
