HVAC Technician Temporary Services

Mesa Unified School District is seeking temporary HVAC technician services under a limited-term agreement from July 1, 2026, through December 31, 2026, with an estimated annual value of $60,000 and a hard contract ceiling of $100,000. The contract requires a Technician Level II with a minimum of 15 years of hands-on experience in commercial HVAC systems, including DX multi-zone, VAV, chiller plants, and energy management controls, to be assigned exclusively to District facilities on a full-time basis during service hours, Monday through Friday from 6:00 AM to 2:30 PM. Services are provided on an as-needed, hourly basis with no guaranteed quantity, and work must occur solely on District premises across its 80+ educational and 12 administrative sites in Mesa, Arizona. All technicians must hold a valid Arizona fingerprint clearance card, be E-Verify compliant, and be at least 18 years old, with strict adherence to District policies including a tobacco-free environment, professional dress code, and drug/alcohol-free campus rules. The contractor must supply all necessary tools, ladders, and a service vehicle, submit weekly time sheets, and maintain primary, noncontributory insurance naming the District as an additional insured. The solicitation mandates submission of resumes, training certificates, a refrigerant handling card, an Offer and Acceptance Form, Certificate of Insurance, and IRS Form W-9 as individual PDFs through the OpenGov portal, with no facsimile or physical submissions accepted. Proposals must be received by June 8, 2026, at 2:00 PM Arizona time. Evaluation will be based on responsiveness, responsibility, price of labor, and technician qualifications, with award going to the most advantageous offer through a trade-off process—not on a lowest price technically acceptable basis. Compliance with federal and state regulations is mandatory, including the Byrd Anti-Lobbying Amendment, debarment certifications, Arizona’s fingerprinting and terrorism divestment laws, and prohibitions against registered sex offenders on campus.
