This is a Sole Source synopsis published for informational purposes only. The Government intends to award a Firm Fixed Price (FFP) Purchase Order (PO) to fulfill the requirements of the attached Statement of Work (SOW) for the United States Air Force, AFRL/PZLEQ, Wright-Patterson AFB, Ohio 45433-7541. Hopewell Designs, Inc is the only known responsible company able to provide upgrades to the two existing Hopewell Designs D-140/100 EPD Irradiators. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed action is for the procurement of supplies under North American Industry Classification System Code 334517 - Irradiation Apparatus Manufacturing and PSC code 6665 - HAZARD-DETECTING INSTRUMENTS AND APPARATUS. Business size standard for NAICS 334517 is 1,000 employees. The proposed source is Hopewell Designs, Inc. A determination by the Government not to compete the proposed contract, regardless of responses received from this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources or authorized distributors may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Tuesday, 25 August 2020, 2:00pm EST and meets all the requirements in the attached SOW, 28 July 2020. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The proposed Sole Source is the only known responsible source able to satisfy the Government's requirement(s); Hopewell Designs, Inc., 5940 Gateway Drive, Alpharetta, GA 30004-6413. The Government currently utilizes Hopewell Designs irradiators and has a requirement for upgrades to the existing equipment. The proposed Sole Source is the only known responsible company able to provide the upgrades due to the proprietary nature of the existing irradiator equipment. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in SAM prior to award for solicitations issued after 29 May 2012. You may contact SAM at +1 (555) 000-0000.
