The United States Coast Guard Base Los Angeles Long Beach intends to award a sole-source contract for ID scanning systems under solicitation number 31100PR260000045, utilizing FAR 12.102(b) and RFO subpart 6.103-1 for other than full and open competition, as only one source is capable of meeting the specific requirement. The contract is a fixed firm-priced purchase order with a one-year base period and four optional one-year extension periods, totaling up to five years of performance. The solicitation is designated as a Total Small Business Set-Aside under NAICS code 518210, restricted to small business concerns, and requires mandatory SAM.gov registration and annual renewal at no cost to the vendor. The primary deliverables include the implementation and support of the Omnivee Vendor and Omnivee Visitor programs, which provide biometric registration, vendor enrollment, participant vetting, credential validation, electronic guest list management, and access control using up to six handheld scanners at the San Pedro, California location. The contractor must supply all hardware, software, subscription services, and ongoing maintenance necessary for system operation. Performance is subject to a required quality control plan, and any deficient work must be corrected at no additional cost to the government. The contractor is excused from performance obligations under force majeure events including acts of God, government actions, cyberattacks, pandemics, strikes, severe weather, and infrastructure failures. Invoicing must be submitted exclusively through the U.S. Department of Treasury’s Invoice Processing Platform (IPP), with access credentials provided to the SAM.gov-point of contact. The government will defend, indemnify, and hold harmless the supplier against claims arising from its use, storage, and safeguarding of vendor and employee data. Responses must be submitted via email to Matthew G. Johnson by June 23, 2026, and while this is a notice of intent to award, interested parties may submit capability statements, though the government retains complete discretion and will not reimburse any costs incurred in responding.
