The U.S. Department of Education plans to award a hybrid contract combining Fixed Price and Cost Reimbursement tasks to conduct an impact evaluation titled "Impact Evaluation of Parent Messaging Strategies on Student Attendance." This project, managed by the Institute for Education Sciences (IES), aims to assess how providing parents and guardians with targeted information influences elementary student attendance and academic achievement. The study is expected to focus on disadvantaged schools, particularly those eligible for Title I assistance, and employ a sequential, multiple assignment, randomized trial (SMART) design to test the effectiveness of low-cost, technology-based messaging interventions. The contract will span 36 months, divided into three phases: design and recruitment in the first year, implementation and data collection in the second, and data analysis along with report preparation in the third year. The solicitation process will be competitive and open to both small and large businesses under FAR Part 15 guidelines. A Sources Sought Notice with the draft Performance Work Statement is expected to be posted shortly after the notice, with the official Request for Proposals anticipated in May 2016. All inquiries are to be directed by email to the designated Contract Specialist, Elizabeth Price, with a copy to the Senior Contracting Officer, Veronica L. Price.

Full Description

The Government awarded to American Institutes for Research a 36 month contract to evaluate the impact of a low-cost technology-based parent messaging intervention on student attendance and achievement. More specifically, the evaluation will use a sequential, multiple assignment, randomized trial (SMART) design to measure the effectiveness of different initial messaging strategies, and to see if there are any benefits to following up with more intensive or augmented strategies for parents who do not respond to the initial ones. The evaluation will focus on low-performing elementary schools that serve a high percentage of disadvantaged students (for example, schools eligible for or receiving School Improvement Grants (SIG)) and that face challenges with chronic absenteeism. This is a new requirement that has not been completed in the past.
