In 2024, the City of Anaheim was awarded a SMART Grant project aimed at testing and deploying Connected Vehicles (CV) and Connected Intersection (CI) technologies to enhance transportation safety and efficiency. The initiative involves a small-scale implementation of off-the-shelf Intelligent Transportation Systems (ITS) and CV devices to evaluate their interoperability and effectiveness in reducing right-angle collisions, such as red-light violation warnings, and improving transit and vehicle mobility through technologies like Transit Signal Priority (TSP). A significant focus of the project is to build upon the FHWA/City of Anaheim’s NTCIP Test Software, which tests compliance with standards like NTCIP 1202 and 1218, to ensure that commercial off-the-shelf (COTS) ITS and CV devices meet national interoperability standards. All consulting agreements related to this project are to be drafted and issued by the City of Anaheim, with any modifications to standard contract formats requiring approval from the City Attorney and Risk Manager. The project, managed by the City of Anaheim’s Public Works Department, has a contract value estimated between five and fifteen million dollars. The solicitation, posted in May 2025, seeks responses by mid-May and emphasizes compliance with NAICS code 541511, which pertains to custom computer programming services. The project aims to leverage emerging ITS and CV technologies to improve traffic safety and mobility, with a focus on interoperability testing and standards compliance to ensure reliable deployment of connected transportation solutions.

In 2024, the City of Anaheim was awarded a SMART Grant project to test and implement various Connected Vehicles (CV) and Connected Intersection (CI) technologies in the City.
