Request for Supply Arrangement (RFSA) Refresh for In-Water Vessel Cleaning

To maximize the performance of Canada’s vessels and preserve the marine environment by reducing the spread of aquatic invasive species, Public Works and Government Services Canada (PWGSC) is seeking suppliers capable of providing in water vessel cleaning services, for various Government of Canada departments and agencies on an as and when requested basis. This Request for Supply Arrangements (RFSA) will establish a List of Qualified Contractors by streams based on the equipment proposed and the vessel coating. The period for awarding contracts under the Supply Arrangement will be from the date of supply arrangement award for a period of two (2) years with a possibility of an additional (five) 5, one (1) year option periods.
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), The Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA). The bid solicitation of any resulting supply arrangement may be subject to different Trade Agreements depending on the Identified User for whom the procurement is conducted. The Request for Supply Arrangements (RFSA) is to establish supply arrangements for the delivery of the requirement detailed in the RFSA to the Identified Users across Canada, including areas subject to Comprehensive Land Claims Agreements (CLCAs).
The epost Connect service provided by Canada Post Corporation must be used by suppliers to transmit their arrangement to the Supply Arrangement Authority. Suppliers must refer to Part 2 of the RFSA entitled Supplier Instructions and Part 3 of the RFSA entitled Arrangement Preparation Instructions for further information on using this method.
Delivery Date: Above-mentioned
The Crown retains the right to negotiate with suppliers on any procurement.
