The Florida Department of Corrections is soliciting custom inmate classification file folders through Invitation to Bid FDC ITB-26-061, with responses due by August 31, 2026. Vendors must comply with stringent security protocols, including prohibited interaction with inmates, strict tool control, identification verification, and adherence to the Prison Rape Elimination Act. Certifications are mandatory, including E-Verify registration, confirmation of no forced labor, attestation of non-participation in boycotts of Israel, and affirmations of corporate good standing under Florida law. The use of subcontractors requires additional documentation, and all personnel must pass background checks, excluding convicted felons and those with immediate family confined by the Department. Contract administration is governed by Florida law, with venue in Leon County, and payment is contingent upon legislative appropriation. The contract may be terminated by the Department for cause, breach, or lack of funds, with a 30-day cure period for non-material breaches and 24-hour notice for funding-related terminations, while vendor-initiated termination requires 120 days’ notice. No federal FAR clauses apply; all requirements are based on Florida state statutes and Department of Management Services forms.
