The County of Santa Barbara is seeking a qualified Inspector of Record (IOR) firm or individual for Project 21055, involving the remodel of housing units 1, 2, and 3 at the Santa Maria Juvenile Justice Center. The scope of work includes upgrading units 1 and 2 to a higher security level to accommodate older wards, featuring new cell doors, automated locking systems, security camera upgrades, and ADA-compliant shower rooms. Unit 3 will be remodeled into a lower security housing unit for low-risk wards, including updated lighting, security systems, new finishes, and ADA-compliant shower rooms. The IOR will be responsible for inspection services from construction inception through close-out, maintaining detailed job files, and coordinating final occupancy sign-offs with the project manager, architect, and other authorities. Proposals are due by September 18, 2026, via the Public Purchase portal, with a tentative contract execution date of October 3, 2026. Qualified firms must submit a Statement of Qualifications not exceeding 27 pages and a not-to-exceed cost proposal. Evaluation is based on the proposer's ability to meet the County's needs, with a focus on professional standards and compliance with California Title 24 and Title 8 regulations, as well as ADA requirements.
