Scope: The City of Carson (“City”) is seeking Statements of Qualifications (SOQs) from qualified agencies to provide sponsorship sales, branding, marketing, and corporate partnership services for The Carson Experience/Carson X, a proposed up-to-30-day celebration associated with the LA28 Olympic and Paralympic Games period and the City’s 60th Anniversary of Cityhood in 2028.
This is a qualifications-based solicitation. Cost or fee proposals are not requested and will not be evaluated as part of the initial selection process unless otherwise stated in this RFQ. Following evaluation, the City may establish a shortlist of the highest-ranked firms and may conduct interviews, request additional information, or negotiate the final scope of services, contract terms, and compensation with one or more qualified firms, as permitted by applicable law and City policy.
This solicitation may result in a single award or multiple awards, at the sole discretion of the City, based on respondent qualifications, expertise, capacity, and the City’s evolving needs. The City anticipates awarding within 90 days of the response deadline; however, additional time may be required to complete a thorough evaluation and negotiation process. The intended term of any resulting agreement is 5 years from the commencement date.
Notes: Notice of Award and Protest Procedures
Pursuant to Carson Municipal Code (CMC) § 2611(h), contracts awarded under CMC § 2611 are not subject to the Notice of Intent to Award requirement applicable to contracts awarded under CMC § 2610, and the procurement protest procedures under CMC § 2613 do not apply. Accordingly, no Notice of Intent to Award will be issued, and respondents shall not have the right to submit a procurement protest under CMC § 2613 regarding this RFQ, the evaluation or ranking of Statements of Qualifications (SOQs), shortlist, interviews, negotiations, or selection.
Submission Terms and Conditions General Submission Requirements This Request for Qualifications (RFQ) does not obligate the City of Carson to award a contract, establish a shortlist, conduct interviews, or enter into an agreement with any respondent. The City reserves the right to reject any or all SOQs, waive minor irregularities, request clarification or additional information, modify the scope of services, cancel or amend this RFQ, or take any other action permitted by applicable law and City policy.
The City will not reimburse respondents for costs incurred in preparing or submitting an SOQ or participating in any subsequent evaluation, interview, or negotiation process. All submitted responses become the property of the City and may be subject to disclosure under the California Public Records Act, except for information exempt from disclosure by law.
This RFQ is a qualifications-based solicitation. Cost or fee proposals are not requested and will not be evaluated as part of the initial selection process. Any revisions or clarifications to this RFQ will be issued only through a formal addendum posted in PlanetBids. Respondents are responsible for monitoring PlanetBids for addenda and other solicitation information. All questions and requests for clarification must be submitted through the Q&A tab in PlanetBids by the deadline identified in this RFQ. Information obtained from sources other than PlanetBids shall be considered unofficial and non-binding.
Unless otherwise specified, all required documents must be submitted electronically through PlanetBids in PDF format. Respondents are responsible for ensuring that all submission materials are complete, legible, properly uploaded, and successfully received before the submission deadline. Incomplete, missing, corrupted, unreadable, or inaccessible submissions may be deemed non-responsive.

Late Submissions and SOQ Withdrawal Electronic SOQs must be submitted through PlanetBids prior to the stated submission deadline. The PlanetBids system will automatically close at the designated date and time and will not accept late submissions. No exceptions will be granted.
Upon successful submission, respondents will receive a system-generated confirmation number and timestamp. Only SOQs with a confirmed electronic submission will be accepted.
Respondents may withdraw an SOQ prior to the submission deadline through the PlanetBids portal by selecting the “Withdraw” option. SOQs may not be withdrawn, revised, or supplemented after the submission deadline except at the City's request or as otherwise permitted by applicable law or City policy.
