AI Contract Overview
The U.S. Government is seeking industry input through a pre-solicitation notice for a 90-day lease of an integrated, survivable private 5G system with local edge computing, hybrid cloud, and SATCOM connectivity to be evaluated at Fort Hood, Texas. The system must be fully transportable by a Joint Light Tactical Vehicle and manually maneuverable by a two-person team, conforming to strict SWAP constraints while operating in degraded, disconnected, and limited bandwidth environments. Critical technical requirements include compliance with MIL-STD-188-125-1 for High-Altitude Electromagnetic Pulse hardening, adherence to NIST SP 800-53 and FIPS 140-3 for cryptographic security, and implementation of a Zero Trust Architecture with certificate-based authentication and micro-segmentation to protect Controlled Unclassified Information. The solution must operate autonomously without reach-back, support rapid deployment within minutes, and integrate seamlessly with existing DoD networks. All equipment components must meet Trade Agreements Act compliance to ensure secure and verified supply chain provenance, and the acquisition is designated as a total small business set-aside under NAICS code 517810, restricted to businesses qualifying as small under SBA size standards. Industry must respond to questions via email only, with all inquiries required to begin with a specified subject line and be submitted no later than May 1, 2026, to the Contract Specialist and Contracting Officer at designated Army email addresses. Responses to questions will be issued by May 3, 2026, and the full solicitation is anticipated to follow, with the 90-day evaluation period serving as a critical decision point for future requirements. The system will be inspected and accepted at Fort Hood following performance testing, and successful vendors must provide full documentation demonstrating EMP survivability, zero trust compliance, and TAA adherence as part of their technical offer.
