The United States Coast Guard (USCG), Office of Contract Operations, CG-9121, intends to issue a firm-fixed price contract on a sole source basis with Perceptive Software Company, 22701 West 68th Terrace, Shawnee, KS 66226. Award is intended to be processed under Federal Acquisition Regulation (FAR) 12 and under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Support services and required items were previously provided by Perceptive Software under contract number HSCG23-11-J-PMG161, which expires on 29 September 2014. The previous contract was sole sourced to Perceptive under the same authority noted above. The requirement is to provide additional content management software licenses, software maintenance (including maintenance on current software licenses) and software support/integration/implementation services. Based on USCG's market research, the Perceptive Software products used by the Coast Guard are recently developed and are not available through resellers. Additionally, the majority of the software and methods of integration cannot be supported through third party software support contractors due to limitation in experience and/or licensing. The Perceptive Software Professional Services team members are employees of Perceptive Software and its affiliates, and the sole providers of the implementation services for the entire Perceptive software product suite. The Perceptive Software Product Support team is the sole providers of all levels and the full range of support and maintenance services across the collective suite of Perceptive software solutions. Support to CG under this contract consists of non-personal services and is commercially available. Specific tasks and deliverables required under this contract are detailed in the attached Draft Statement of Work. The proposed contract action's period of performance is a base year and four one year options. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT IN ACCORDANCE WITH FAR 5.2--SYNOPSES OF PROPOSED CONTRACT ACTIONS. THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. NO SOLICITATION FOR THE CONTRACT AWARD WILL BE PROVIDED. The determination not to compete this proposed contract action is solely in the discretion of the USCG. The USCG will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the USCG to award the proposed contract action on a sole source basis. Interested parties must provide evidence of their capability to fulfill this requirement no later than 12 September 2014 by 8:00 AM EST to Wendy Stevenson, Contracting Officer via email at contact@example.gov. Responses to this notice must demonstrate evidence that clearly and convincingly demonstrates that competition of the contract would be advantageous to the Government and would not hinder USCG mission objectives with respect to this requirement.

USCG - Response Boat, Small Third Generation (RB-S III)
Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
