IRCC Mass Notification System

Immigration, Refugees and Citizenship Canada (IRCC) is soliciting a contract for a secure, reliable, and bilingual Mass Notification System (MNS) to support emergency communications and departmental continuity of operations. The system must enable timely, accurate, and multi-channel alerts to employees and stakeholders. The successful contractor will be responsible for providing all necessary licensing, executing a data migration from the legacy system within three weeks of the contract start, and ensuring the system meets Government of Canada security, privacy, and accessibility requirements. The contract is structured with an initial 12-month period and four optional 12-month extensions. The MNS must be cloud-hosted on servers located in Canada using pre-assessed hyperscale providers such as AWS, Microsoft, IBM, or Google, and must include failover and offline capabilities. Proposals are evaluated based on technical criteria and mandatory requirements, with a focus on best value for money. Bidders must submit a technical offer, a financial proposal, and required certifications, including an Integrity Declaration and security clearances. All work is subject to inspection and acceptance by Canada within 30 calendar days of completion, and payments will be processed via direct deposit.
