ITB 26-19589-YB Light-Medium Duty Maintenance and Repair for City Vehicles

The City of Lubbock is soliciting bids for light- to medium-duty vehicle maintenance and repair services under ITB 26-19589-YB, with responses due by May 12, 2026. The contract covers preventative maintenance and repairs on City vehicles, including work on brakes, steering, suspension, engines, exhaust, fuel, and electrical systems, while explicitly excluding tire services, transmission replacements, and body work. Contractors must provide all labor, tools, materials, and insurance, and must adhere to OEM standards and best commercial practices. Performance will occur primarily in Lubbock, Texas, with potential work at additional sites including Muleshoe, Wilson, and Lake Alan Henry. Bidders are required to submit a complete proposal via the Bonfire portal or physical delivery, including Attachment A (a references questionnaire), five commercial references, Material Safety Data Sheets for hazardous chemicals, and proof of insurance meeting specific requirements: $1 million per occurrence general liability, $1 million automobile liability, workers’ compensation as required by law, with the City named as an additional insured and a waiver of subrogation. Insurers must hold an A.M. Best rating of A- or higher. Awards will be made based on best value, not lowest price, with compliance with specifications evaluated first before considering price, quality, reputation, past performance, long-term cost, lifecycle performance, warranty, and alignment with HUB business goals. Contractors must comply with stringent legal and ethical provisions, including no gratuities or brokerage fees, no lobbying during evaluation, certification against boycotting Israel, indemnification of the City for damages, confidentiality of City information, proper worker classification under Texas HB 2015, and adherence to environmental stewardship standards such as using recycled materials and minimizing waste. Invoicing must be emailed to FleetBilling@mylubbock.us with detailed line items, odometer readings, and work order numbers, and all delivered goods or performed work must be accepted by the City after inspection at City facilities. All tools and equipment used and paid for under the contract become City property.
