The Department of Veterans Affairs, National CMOP Office, intends to award a firm fixed price sole source contract to Pacific Integrated Handling (PIH) for the maintenance of Modula Vertical Lift Modules (VLMs) located at the Tucson SW CMOP. Under the authority of FAR 13.501(a) and VAAR 819.7007, this procurement covers preventative maintenance, unscheduled repair services, emergency support, and manufacturer-authorized remote technical assistance and telephone support. The solicitation is identified by number 36C77027Q0012 and falls under NAICS code 811310. The justification for this sole source award is based on the requirement to maintain the manufacturer's warranty for the VLMs. Because the Modula support agreement stipulates that warranties may be terminated if the equipment is serviced, modified, or repaired by unauthorized personnel or if unauthorized parts are installed, PIH is identified as the only company capable of providing these services without invalidating existing warranties. The contracting office is located in Leavenworth, Kansas, and the response deadline for this notice is November 5, 2026.

SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT. THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Phamacy (CMOP) in Tucson, AZ is proposing a firm fixed price contract with Pacific Integrated Handling (PIH) on a sole source basis for Modula Vertical Lift Module Maintenance and telephone support. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) and VAAR 819.7007. The reason justifying this sole source procurement is that PIH is the only company who can provide services for the required preventative maintenance, unscheduled repair services, emergency support, and manufacturer authorized remote technical assistance for the Modula Vertical Lift Modules (VLMs) and maintain the manufacturer's warranty. The Modula support agreement explicitly states that equipment warranties may be terminated if the units are serviced, modified, adjusted, or repaired by personnel not employed or authorized by Pacific Integrated Handling, or if unauthorized parts or components are installed. Use of any vendor other than PIH would therefore invalidate existing warranties, Background: This procurement is for preventative maintenance, unscheduled repair services, emergency support, and manufacturer authorized remote technical assistance for the Modula Vertical Lift Modules (VLMs) installed at the Tucson SW CMOP.
