The Department of Veterans Affairs intends to award a sole-source, firm-fixed price contract with a base period plus four one-year renewal options to Change Healthcare LLC for the maintenance and support of its McKesson Radiology Enterprise Picture Archiving and Communication System (PACS), specifically version 12.2.3. The contract is necessary due to the proprietary nature of the PACS software, which interfaces with the VA’s VistA Imaging system, making Change Healthcare the only capable provider. The scope includes preventive maintenance, system updates or upgrades to maintain functionality and security, emergency repairs as needed, and support for integrated radiology applications within VISN 9. Services will be provided at multiple healthcare facilities across Tennessee, including Nashville, Murfreesboro, Mountain Home, Lexington, Memphis, and Louisville. This procurement follows the Federal Acquisition Regulation exceptions for sole-source contracting and aligns with NAICS code 518210, with a size standard of $35 million. Interested parties are invited to submit detailed capability statements by May 11, 2020, directly to the designated contracting specialist, emphasizing the proprietary nature and technical specifics to demonstrate qualifications. The Government reserves the right to use the information submitted as needed, is not obligated to award the contract or respond to submissions, and may publish a solicitation depending on responses received. Vendors unfamiliar with the Nashville VA Medical Center must complete local vendor registration to be eligible for contract award.
