J2 Physical Security Services

The contractor is required to provide comprehensive security service support to USSOUTHCOM’s collateral and Sensitive Compartmented Information (SCI) programs across Central and South America, the Caribbean, and adjacent waters of the Pacific and Atlantic Oceans and the Gulf of Mexico. Services encompass administrative, personnel, physical, information, and industrial security functions to safeguard personnel, information, property, and operations from espionage, sabotage, terrorism, workplace violence, and other criminal or negligent acts. The work is governed by a detailed Performance Work Statement and requires full compliance with DoD security protocols including DD Form 254, NIST SP 800-171, and Army Regulation 190-13. All personnel must hold active Top Secret clearances with eligibility for SCI access, verified through Tier 5 investigations completed within the past five years, and must maintain NATO information access throughout contract performance. The contractor is responsible for securing government property, transmitting information only via approved channels such as DoD SAFE and APAN, and strictly prohibiting the use of personal email, public cloud services, or social media. Special requirements include maintaining a Top Secret facility clearance, ensuring key personnel are proficient with DoD IT systems like LENEL and the disintegrator, and immediately reporting any organizational conflicts of interest to the Contracting Officer. The contract is structured as a Firm-Fixed-Price award under an 8(a) competed set-aside with a base period from June 2026 through March 2027 and up to four optional 12-month periods extending through March 2031. Proposals must be submitted electronically no later than 10:00 a.m. EST on May 22, 2026, in three volumes—Technical Experience (limited to 15 pages), Past Performance (limited to 15 pages), and Price (with signed SF1449)—and must comply with strict formatting rules including font size and file type restrictions (Microsoft Office formats or PDF only). Evaluation is based on a best-value trade-off process where Technical Experience and Past Performance are significantly more important than price, with adjectival ratings applied for risk assessment.
