The U.S. Embassy Bogota is seeking qualified offerors to provide comprehensive custodial and janitorial services for its Branch Office in Cartagena, Bolívar, Colombia, under solicitation number 19C02026Q0009. This is a Request for Quotations for a base period of 12 months with four one-year option periods, allowing a maximum contract duration of five years and six months. The scope of work requires daily, periodic, monthly, and quarterly cleaning across all common areas including offices, hallways, bathrooms, break rooms, basement parking, the DPO container, and generator area, with special attention to the 4th floor Health Unit, which demands personnel with at least one year of medical facility cleaning experience and strict adherence to Colombian Health Ministry Decree 780-2016. Cleaning procedures must comply with U.S. and local standards for chemical storage, handling, waste disposal, and regulated waste management, including use of autoclavable red or biohazard-labeled bags. The contract mandates full staffing levels as proposed, with no reductions permitted; replacements for any vacancies must be documented and approved within 30 days, and all personnel must obtain security clearance from the U.S. Embassy Regional Security Office before deployment.
