The Atlanta Regional Commission (ARC) is soliciting proposals for RFP823 to engage a qualified firm to conduct a secret shopper and mystery shopping evaluation of the Aging and Disability Resource Connection (ADRC). The selected contractor will assess the accessibility, responsiveness, and overall customer experience of the ADRC by testing the Platform 28 telephone system and designated email touchpoints. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. In accordance with FAR Subpart 6.302-1 entitled "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements", and FAR subpart 6.303-2 entitled "Content" - the following information is herein documented regarding the non-competitive justification of the below-stated acquisition: The is document is a "Justification for Other than Full and Open Competition" (JOFOC). 2. The acquisition being approved herein is a non-competitive acquisition of the television ratings data Indonesia produced by Nielsen Audience Measurement Indonesia (NAM Indonesia.) 3. The deliverables required to meet IBB's needs are the full TV viewing database published by Nielsen Audience Measurement Indonesia for the month January-March inclusive, 2014. The database shall be provided in an electronic form. Acquisition of this data is critical to check the validity of survey based on BBG audience estimates. The Government's estimated value is $38,500.00. 4. Per FAR Subpart 6.302-1, 41 U.S.C. 253 (c) (1) is the statutory authority permitting other than full and open competition for this acquisition, and it is herein cited as follows: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy Agency requirements, full and open competition need not be provided for." 5. The nature of the proposed acquisition requires use of the authority cited because the data in question is proprietary to NAM Indonesia and is not available from any other source. 6. OPR/R maintains regular contact with all of the major international research firms collecting data on media usage habits in Indonesia and has found no other firm that offers TV ratings in that country. Based on this market research, OPR/R can state with confidence that the service offered by NAM Indonesia is the only one that fully meets Agency requirements. 7. The Contracting Officer for this acquisition has determined that the cost to the Government for the above-stated acquisition will be fair and reasonable. 8. The sole source acquisition is not intended to suggest any favoritism towards NAM Indonesia but is based solely on the fact that the data is proprietary and not available from other sources. 9. Other than the information already stated above in this JOFOC, OPR/R and CON do not know of any other facts that are pertinent to supporting the use of other than full and open competition for this acquisition. 10. No sources have expressed any interest, in writing, for this acquisition. 11. Should the need to acquire data on this topic arise in the future, OPR/R would propose to acquire such data from any firm that could make it available. 12. We certify that this justification for other than full and open competition for the above-stated acquisition is accurate and complete to the best of our knowledge and belief.
