University Station Residential ProjectThe University Station Residential Project involves the demolition of four existing office buildings totaling 216,000 square feet and two parking garages to make way for a new mixed-use residential development. The project will include up to 297 multi-family residential units in a five-story building reaching a maximum height of 64 feet above grade, along with up to 111 three-story townhouse units spread across 26 buildings with a maximum height of 38 feet. Thirteen of the townhouse units will be located on a 0.94-acre parcel currently within the City of San José, while the remainder of the townhouses and the main residential building will be situated on the Santa Clara parcel. The project will achieve an average density of 37 dwelling units per acre and will feature an 8.5-foot-wide sidewalk along the frontage of El Camino Real and Campbell Avenue to improve pedestrian access. To facilitate development, the 0.94-acre parcel in San José will be annexed into the City of Santa Clara, which requires formal detachment from San José and annexation into Santa Clara. Upon approval, the Santa Clara General Plan will be amended to designate the annexed parcel for Santa Clara Station Mixed Use, encompassing both Regional Commercial and High Density Residential land uses, and the parcel will be rezoned to Mixed Use-Regional Commercial (MU-RC). The project is being led by Bixby Land Company with key contacts including Senior Planner Steve Le and Project Manager Nick Towstopiat, and is listed under a forecast notice issued by the City of Santa Clara with a posted date of August 6, 2026. The development aims to transform underutilized commercial property into a higher-density residential community consistent with transit-oriented growth principles.

Affordable Housing Development and Owner-Occupied Rehabilitation
Solicitation # 27-03
The County of Shasta is soliciting proposals from qualified affordable housing developers to secure Permanent Local Housing Allocation (PLHA) funding for the predevelopment, acquisition, rehabilitation, and preservation of at least four units of affordable rental and ownership housing, including Accessory Dwelling Units (ADUs). Projects must be located within the County of Shasta excluding the City of Redding, except where City of Redding PLHA funds have already been committed; the City of Shasta Lake will only approve owner-occupied rehabilitation projects. Eligible projects must serve households earning up to 120 percent of the Area Median Income (AMI), with priority given to workforce housing targeting incomes between 80 and 120 percent of AMI. Applicants must have confirmed site control for their proposed projects and submit complete responses that include documentation of ownership, zoning, entitlements, and utility availability to be eligible for evaluation. Proposals will be assessed using a trade-off evaluation model based on a 100-point scale, with the most critical factor being project readiness and site control at 30 percent weight, followed by the developer’s experience in comparable projects at 25 percent, the technical approach and alignment with County housing and sustainability objectives at 25 percent, and finally the funding strategy and timeline at 20 percent. Award decisions will prioritize overall value over lowest cost, allowing the County to select the proposal best suited to its goals. Offerors must maintain comprehensive insurance coverage, including $2 million in commercial general liability, professional errors and omissions, and cyber liability insurance, and must comply with the Davis-Bacon Act, Section 3 hiring preferences, and all applicable state and local regulations. Proposals must be submitted electronically by September 2, 2026, through the Shasta County e-Procurement Portal, and include detailed resumes of key personnel, project timelines, community engagement plans, and verified funding sources totaling at least 40 percent of project costs. All submitted materials will become County property, and successful respondents will enter into a low-interest, deferred loan agreement with a Promissory Note and Regulatory Agreement, subject to audit, five-year record retention requirements, and potential contract extension for up to two additional one-year terms. The County reserves the right to terminate contracts with or without cause, including immediate termination upon loss of funding, and requires strict adherence to conflict of interest policies under the California Political Reform Act.

3401 Cerritos Project at 1131 East Wardlow RoadThe project proposes the development of a 73-unit, 100 percent affordable housing community for lower income households on two adjacent parcels at 1131-1135 E. Wardlow Road and 3431 Cerritos Avenue in Long Beach, owned by the Long Beach Community Investment Company. A public alley between the parcels will be vacated and merged with the properties to create a single lot, enabling the construction of one mixed-height building featuring a five-story front section and a two-story rear section, with a combination of one-, two-, three-, and four-bedroom units. The development will include two levels of subterranean parking providing 86 residential spaces, one dedicated loading space, and space for eight bicycle parking spots with potential for expansion. The project requires multiple discretionary approvals, including a site plan review, lot merger, rezoning from FCN to MU-2, a general plan amendment to update placetype designations, a certificate of appropriateness to ensure design compatibility with the California Heights Historic District, and a general plan conformity finding. The proposed changes will update several general plan maps to reclassify the northern parcel and the vacated alley from a FCN placetype to an NSC-L placetype, aligning the land use designation with the development’s intent to serve as a neighborhood-serving center with moderate density. All units will be restricted to affordable housing, excluding only the manager’s unit, reinforcing the project’s mission to expand safe, accessible housing options in the community.
