The New York State Council on Children and Families (CCF) has authorized an amendment to contract C030571 with Site Hub to enhance and modernize the Kids’ Well-being Indicators Clearinghouse (KWIC) website. The scope of work encompasses visual and structural redesigns, improved navigation, mobile responsiveness, accessibility enhancements, content updates, and better integration with CCF’s main website. This effort aims to improve user experience for policymakers, researchers, and the public, ensuring the platform remains current and accessible. The contract extension, valued at $11,400, is necessary to complete these updates before the funding expires on December 31, 2025, and leverages Site Hub’s existing familiarity with CCF’s systems, branding, and infrastructure to avoid delays and additional costs associated with onboarding a new vendor. Additionally, CCF was approved in December 2024 to continue contracting with Site Hub for ongoing development, maintenance, and modernization of its primary website, which aligns strategically with the KWIC platform. The decision to expand the scope of the existing contract to include KWIC is driven by the vendor’s proven performance, technical expertise, and the cost-efficiency of extending current services rather than initiating a new procurement process. The modernization project is part of the current funding plan, with future funding opportunities being explored to sustain these efforts beyond the current expiration date. The contract is designated as a sole-source award due to Site Hub’s unique qualifications, and the work is critical to supporting upcoming data releases, accessibility compliance, and increased stakeholder engagement across all New York State counties.

Full Description

The NYS Council on Children and Families (CCF) has been approved to amend contract C030571 with Site Hub to modernize and redesign aspects of the New York State Kids’ Well-being Indicators Clearinghouse (KWIC) website (https://www.nyskwic.org/). This is an additional, new deliverable being added to the work plan. The scope of work includes visual and structural updates, improved navigation, mobile responsiveness, enhanced accessibility, updated content presentation, and better integration with CCF’s main website (https://ccf.ny.gov/). Site Hub will also assist with user experience improvements, data tool visibility, and overall usability tailored to policymakers, researchers, and the general public. In December 2024, CCF was approved to continue to contract with Site Hub through CRER ID CFS01-0000777-3400000 for the development, maintenance, and modernization of the primary CCF website (https://ccf.ny.gov/), which shares strategic and branding alignment with the KWIC site. Given Site Hub’s existing technical knowledge of CCF’s programs, branding guidelines, accessibility requirements, and NYS ITS digital infrastructure, they are uniquely positioned to efficiently extend services to the KWIC platform without the need for duplicative discovery or onboarding. A competitive process at this stage would delay essential updates to the KWIC site and result in higher costs and inefficiencies. Site Hub has delivered quality design and technical services in compliance with NYS requirements. Given the alignment between CCF and KWIC, and the need for cohesive branding, it is logical and cost-effective to expand the existing contract to include KWIC. No other vendor currently has the combined familiarity with CCF’s structure, systems, design standards, and content management approach. Transitioning to another vendor for KWIC alone would increase costs, lengthen timelines, and introduce technical inconsistency across CCF’s digital platforms. The additional time being requested will allow Site Hub the time needed to complete the modernization of the KWIC homepage and user interface while ensuring compatibility with CCF’s primary website and tools. This is essential to support upcoming public data releases, accessibility compliance, and increased usage by researchers and policy stakeholders. The work is time-sensitive and strategically aligned with CCF’s communication and data transparency goals. The time extension will align the contract end date with the expiration of the funding source. Funding will expire on December 31, 2025. Expanding the scope under the current contract avoids duplicative discovery and onboarding costs and leverages existing vendor efficiencies to complete the project in a timely and cost-effective manner. Based on the quote received by Site Hub, the contract increase amount is $11,400. The web rebuild of KWIC is included in the B1184 (1271-2024) for the current Annie E. Casey funding. The cost included in the approved B1184 will allow for KWIC web modernization. The addtional time being request will allow the vendor to complete the project prior to the expiration of funds. CCF will be exploring future funding opportunities to provide these services after December 31, 2025.   Reason for advertising exemption: Single Source Award recipient: Site Hub, LLC Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority.
