Title: Language Support Services in support of DR-4339-PR Office of External Affairs The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of External Affairs (OEA) would like to solicit the services of a contractor(s) to provide Language Support Services for all its components (Disaster Operations, Intergovernmental/Congressional and Public Affairs, Private Sector and Resource Management) and other FEMA Operations to include joint efforts with other FEMA Directorates, Programs and Offices, Federal partners, international and domestic organizations, state and local, voluntary/community/faith based, profit/non-profit and private organizations in support of the federal recovery to Hurricane Mar�a in Puerto Rico. The offeror must complete and submit the SF1449 as follows in order to be considered for an award: 1. SAM Requirement: This solicitation requires registration with the System for Award Management (SAM) to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. 2. Pricing: The offeror must fill in the pricing cost within the CLIN structure provided in the SF1449. The unit price under Column E and the total amount in Column F. 3. The offeror must complete Section 17a to include Business Name, Address, Phone Number, Point of Contact (Email address and phone number of POC) and Unique Entity identifier (UEI). 4. All Supplemental Bid Information (Notice to Offerors - Statement of Contractor Assurance, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment, Covered Telecommunications Equipment or Services-Representation, Disaster or Emergency Area Representation, and Notice of Disaster or Emergency Area Set-Aside) attached to the SF1449, must be read, completed, signed, and submitted with the quote. A quote will be incomplete without all Supplemental Bid Information. 5. All quotes are highly recommended to be submitted in English, which includes description of services to be rendered and how they will be performed. All incomplete quotes will be deemed non-responsive. Questions regarding this Request for Quote (RFQ) shall be directed via email to brenda.cruzrodriguez@fema.dhs.gov. All questions must be received no later than Wednesday, October 1, 2025, at 1:00 pm ET. Responses regarding this RFQ shall be directed via email to brenda.cruzrodriguez@fema.dhs.gov. All responses must be received no later than Monday, October 6, 2025, at 11:30 am ET. This solicitation is set-aside for local firms. In this case "local firms" is defined as those companies residing or doing business primarily in the Commonwealth of Puerto Rico. This local area set-aside is in accordance with FAR 26.202 and the Robert T. Stafford Disaster Relief and Emergency Act (42 U.S.C. 5121), which states preference shall be given, to the extend feasible and practicable, to local firms when awarding emergency response contracts during a major disaster. The Government intends to issue a firm fixed price / labor hour contract to the responsive, responsible offeror whose quote conforming to this RFQ, and the attached Statement of Work provides the best valued solution to the Government based on the following factors: technical availability and management approach, past performance, and price.
