The City of Tampa is soliciting proposals to lease a historic property located at 2806 N. 15th Street, Tampa, Florida, situated within the Ybor City Historic District and the East Tampa Community Redevelopment Area. The approximately 19,050-square-foot building is intended to be leased to a qualified 501(c)(3) non-profit organization registered with the State of Florida. The selected lessee will utilize the space exclusively to offer recreational, educational, and accessory daycare programs aimed at fostering individual and community development for underserved residents. Given the historic designation of the property, all proposed exterior renovations, signage, or alterations require prior review and approval by the Barrio Latino Commission to ensure compliance with the Ybor City Design Guidelines and the Secretary of the Interior’s Standards for Rehabilitation, with a mandatory Certificate of Appropriateness needed before permitting. The solicitation process emphasizes meaningful participation of Small Local Business Enterprises (SLBEs), with evaluation criteria heavily weighted toward verified, binding SLBE involvement either as prime contractors or subcontractors, supported by strict documentation requirements through City of Tampa administrative forms (e.g., DMI 10, 20, 40, and 50). Proposals must also demonstrate compliance with accessibility standards, including submission of Accessibility Conformance Reports aligned with WCAG 2.1 Level AA and Section 508 guidelines, to ensure equitable access to any Information and Communication Technology included in program delivery. The award will be based on a trade-off evaluation considering SLBE participation quality and compliance credentials rather than solely on price. The contract administration is managed locally without federal acquisition clauses and includes distinct invoicing and payment processes administered through the City’s systems, while contract performance is centered at the leased facility in Tampa with no detailed federal accounting or invoicing requirements. The solicitation deadline is March 6, 2026, and primary points of contact are positioned within the City of Tampa’s Development & Economic Opportunity office.
