AI Contract Overview
The Defense Commissary Agency (DeCA) is conducting market research via a sources-sought Request for Information (RFI) to identify firms capable of providing Linen and Mat Rental and Cleaning Services for commissary facilities located at Hickam AFB, Kaneohe Bay, Pearl Harbor, and Schofield Barracks in Hawaii. The services include weekly rental, pickup, cleaning, maintenance, and replacement of linens (such as butcher coats, aprons, shirts, and pants), mats, and mops. The contractor is responsible for supplying these items and ensuring they are delivered clean, dry, and free of defects according to strict quality standards. Delivery and inspection occur jointly at the commissaries, with acceptance contingent on meeting the specified cleanliness, repair, and performance criteria. The anticipated base contract period runs from October 1, 2026, through September 30, 2031, with four additional one-year option periods. Contractors must be registered in the System for Award Management (SAM) and possess NAICS code 812332 registration. The contract emphasizes operational and administrative details including a 100% fill rate for deliveries, specific inventory billing methodologies, and a flat weekly replacement fee structure for lost or damaged items, without individual invoicing. Packaging must prevent soiling or damage to linens, which must be wrinkle- and stain-free upon delivery. Contractor personnel require appropriate facility access clearances and vehicle inspections before entering installation sites. Administration involves designated primary and alternate points of contact for both the contractor and the commissary. Invoicing will be conducted electronically through the Procurement Integrated Enterprise Environment (PIEE) system post-award. Although the RFI does not include formal Federal Acquisition Regulation (FAR) clauses or propose an evaluation methodology, it outlines comprehensive requirements related to item specifications, delivery schedules, inspection and acceptance procedures, and contractual obligations unique to government commissary operations. Interested firms are invited to submit a brief synopsis of their service capabilities by May 13, 2026, via direct email to the identified point of contact.
