Operating as a CSO with Calls, this vehicle does not request proposals upon initial issuance but instead establishes a framework for future requirements. The government issues specific Calls for proposals as amendments to the CSO, with awards typically taking the form of FAR Part 12 commercial contracts or Other Transactions (OT). Proposals are evaluated based on technical merit, importance to agency programs, and funds availability, with the government seeking the best overall value. To date, the CSO has issued six distinct Calls focusing on diverse operational needs. These include strategic admissions outreach (Call 001), military exoskeleton technology to enhance warfighter lethality (Call 002), autonomous virtual perimeter monitoring for situational awareness (Call 003), and warfighter training support services for a 47-month cadet continuum (Call 004). More recent efforts include the implementation of AI-powered automated high school and college transcript processing (Call 005) and a comprehensive brand analysis to develop a Strategic Brand Roadmap (Call 006). Due to the handling of Controlled Unclassified Information (CUI), certain requirements, particularly for AI and IT solutions, restrict participation to U.S. Persons, including U.S. citizens and lawful permanent residents.
