Location of a Warehouse

The Department of National Defence is seeking a warehouse rental service in Quebec City to support the 5th Field Ambulance of the Valcartier Support Base, under the 2nd Canadian Division, for the preparation and conditioning of medical equipment destined for deployment to Latvia. The service is required for a primary period from June 1 to November 30, 2026, with an option to extend the contract for up to three additional one-month periods extending into February 2027. The warehouse must be situated within a 40-kilometer radius of Canadian Forces Base Valcartier, have a minimum size of 2,000 square feet and a maximum of 7,000 square feet, and include climate-controlled environmental conditions maintaining a temperature between 15°C and 30°C with electric heating. The facility must feature a loading dock, a garage door, functional electrical outlets distributed throughout the space, main ground-floor access, and secure, lockable doors restricted exclusively to DND personnel. Access to the main road network is mandatory to ensure efficient receipt and shipment of goods. Proposals must comply with mandatory technical criteria, and any failure to meet these will render an offer non-compliant. The contract will be awarded based on the lowest evaluated price among compliant bidders, with all pricing required in Canadian dollars and including delivery, Canadian customs duties, and excise taxes while excluding applicable taxes. Contractors must provide a firm price for monthly rental and any other applicable fees, along with detailed cost breakdowns if only one compliant offer is received. The contractor is responsible for acquiring and maintaining warehouseman’s legal liability insurance for government property valued at no less than one million Canadian dollars, insured on a replacement cost basis, with subrogation rights waived in favor of Canada. Records must be maintained in a proper accounting system until seven years after final payment and any outstanding claims are settled. Invoices must be submitted for completed work only, include detailed line items, contract numbers, financial codes, tax classifications, and be sent to a specified government email for processing. Payment for undisputed invoices will occur within 30 days, with interest accrued at the average rate plus 3% per year on overdue amounts. The contractor must certify compliance with Canada’s Code of Conduct for Procurement, confirm the accuracy of all submitted information, and disclose any potential conflicts of interest involving former public servants.
