Location of a Warehouse

The Department of National Defence is seeking a warehouse rental service in Quebec City to support the 5th Field Ambulance of the Valcartier Support Base in preparing and conditioning medical equipment for deployment to Latvia. The required facility must be located within a 40-kilometer radius of Canadian Forces Base Valcartier, have a minimum area of 2,000 square feet and a maximum of 7,000 square feet, be climate-controlled between 15°C and 30°C, electrically heated, equipped with a loading dock, garage door, functional electrical outlets distributed throughout, and ground-floor access. The space must provide secure, lockable access restricted solely to DND personnel and support the receipt and shipment of goods. The contract period runs from June 1 to November 30, 2026, with Canada holding the irrevocable option to extend for up to three additional one-month periods, extending through February 28, 2027. Offers must be submitted electronically by May 26, 2026, at 11:00 a.m., and the award will go to the lowest-priced compliant offer that meets all mandatory technical criteria, evaluated solely on price in Canadian dollars. Pricing must include delivery, Canadian customs duties, and excise taxes but exclude applicable taxes, with all submissions required to be in Canadian dollars and adhere to detailed invoicing requirements including itemized costs, contract number, financial codes, and tax identification. Contractors must maintain an accounting system enabling Canada to track records for the later of seven years after final payment or settlement of claims and provide warehouseman’s legal liability insurance for government property under their care at a minimum of one million Canadian dollars on a replacement cost basis, with a waiver of subrogation rights against Canada. All insurance is to be acquired and maintained at the contractor’s own expense. Contractors are subject to termination for default if forced labor, criminal convictions, or other breaches occur, and upon termination, they have no claim for damages, compensation, loss of profit, interest, or allowance. Compliance with Canada’s Code of Conduct for Procurement, the Ineligibility and Suspension Policy, and all applicable laws is mandatory, with false or misleading certifications leading to contract termination.
