AI Contract Overview
The Department of State’s Bureau of Administration, through its General Services Management Office, is soliciting locksmith services under solicitation 19AQMM26R0244, a small business set-aside under NAICS code 561622, with proposals due by June 26, 2026. The contract requires comprehensive locksmith services for all locks, hardware, vaults, safes, secure containers, and access systems across Department of State facilities nationwide, including high-security sites such as the Harry S. Truman Building and Blair House in Washington, D.C., as well as other locations throughout the continental United States and Puerto Rico. All work must be performed by contractors who possess a Top Secret Facility Clearance and ensure that at least half of their assigned personnel hold Final Top Secret clearances, with additional SCI access as required; subcontractors and personnel must also be properly bonded, licensed, and certified in critical systems such as Medeco, Kaba-Mas, and GSA security containers, and maintain certifications proposed in their bids. The contract is structured as a time-and-materials arrangement, with labor categorized into Expert, Journeyman, and Project Manager roles, and includes monthly billing requirements through the Invoice Processing Platform with detailed reporting on labor hours, materials, travel, and other direct costs supported by receipts and documentation. The evaluation and award process follows a best-value tradeoff under FAR Part 15, with a mandatory Go/No-Go gate based on Volume 1’s minimum qualifications before advancing to technical and price evaluations. Technical and management approaches, including work order management, risk mitigation, organizational structure, and transition planning, carry equal and dominant weight over key personnel qualifications, and both are significantly more important than price. Proposals must be submitted in three volumes—contract data, a technically detailed approach not exceeding 32 pages, and a fully burdened price proposal using the specified format—with all submissions in searchable PDF format, Times New Roman 12-point font, and one-inch margins. The performance period includes a base year and four consecutive 12-month options, with a possible six-month extension, and performance must adhere to strict quality standards, OSHA compliance, and delivery requirements that hold the contractor liable for loss or damage prior to consignee receipt. Deliverables include weekly and monthly reports, a quality control plan submitted within 15 business days of award, and immediate replacement of cleared personnel who lose their clearance, with all clearance-related costs borne by the contractor. Full Description
The Department of State (DOS) Bureau of Administration, Domestic Operations & Emergency Services Office, General Services Management Office (A/DOES/GSM) has the responsibility to provide for the installation, maintenance and repair of all locks and associated hardware for doors, vaults, safes, locking file cabinets, other security containers, and secure space under the jurisdiction of the Department. Within A/DOES/GSM, the Event Management and Hoteling Division (GSM/EMH) administers the daily workload required to meet these responsibilities. Since neither the EMH Division nor any other division of DOS employs locksmiths, all locksmith services within the Unites States must be performed by a locksmith contractor. Contractors and their locksmiths must possess high security clearances (see requirements further described below) as the work will be completed within sensitive areas of the Harry S. Truman Building, Blair House, and other Department of State facilities around the DC area and additional facilities throughout the country.
