The contract requires offers to provide hotel accommodations and meals for personnel during a designated 13–14 day period beginning May 30, 2026, with performance delivered to the MO Army Service Depot in Springfield, Missouri, under FOB Destination terms where government inspection and acceptance occur at the delivery point within seven days. The solicitation was amended three times: first to expand acceptable hotel mileage and extend the response deadline to April 24, 2026; second to increase the required number of rooms and meals and further extend the deadline to April 28, 2026; and third to incorporate the finalized version of the Combo RFQ and SOW with corrected quantities. All proposals must address every element of the Statement of Work with detailed technical descriptors; general compliance statements are unacceptable. Evaluation is based on a best value trade-off approach, weighing technical acceptability against price reasonableness and absence of unbalanced pricing, with no numerical weighting disclosed. Offers must be submitted electronically and comply with SAM.gov registration requirements under deviation 2026-O0038, including valid UEI and CAGE code validation. Offerors must represent their small business status and adhere to clauses prohibiting inverted domestic corporations, trafficking in persons, and use of ByteDance-covered applications, while also complying with sustainable products requirements and subcontracting restrictions limiting sources to qualifying countries. All lodging and meal deliveries must comply with MIL-STD-130 and MIL-STD-129 for unique item identification and packaging marking, using machine-readable Data Matrix codes structured per ISO/IEC 15434 and ANSI MH10.8.2, verified by the contractor prior to delivery. Payment must be processed through WAWF using the Invoice and Receiving Report (COMBO) system, and no paper submissions are implied as acceptable. The contracting officer’s representative and technical representative are not named, and no contract value is provided, although all submissions must reflect full pricing for the revised room and meal requirements.
