The purpose of this amendment is to notify interested parties of the following:


This requirement is subject to the Defense and Economic Cooperation Agreement (DECA) - U.S. Interests and Turkish Needs dated August 1982. At the time RFP is solicited, only proposals from SAM-registered Turkish firms (local national) will be evaluated.

Pre-RFP Site Visit for Dining Facility Operations Services at Incirlik Air Base


GENERAL: The U.S. Government will host one site visit for a Dining Facility Operations Services requirement at Incirlik Air Base. This notice contains details for this event. 


This is not an RFP. The Government is not liable for any costs incurred by attendees and will not accept proposals as a result of this notice.



REQUIREMENT DESCRIPTION: 39 FSS requires dining facility operations to include facility management; cooking; food preparation; serving and replenishing food; cleaning facilities, equipment, and utensils; preparing vegetables and fruit for a salad bar; cashier services; handling of food, supplies, and equipment, maintaining quality control, ensuring operator maintenance and minor/major repair of food service equipment, GFP maintenance at no additional cost; and in the event of a contingency perform all required tasks to include continued service.



ANTICIPATED PERIOD OF PERFORMANCE: 28 January 2027 - 27 January 2028 + 4 Option Years

  • DATE: 28 April 2026

  • MEETING LOCATION: Building 485 (39 Contracting Squadron)
  • A shuttle service will be provided to transport contractors from Building 485 to the Sultan Inn DFAC following a pre-site visit briefing.


SITE VISIT RULES AND RESTRICTIONS:


Contractors that provided affirmative responses to SAM Notice ID: 39CONS_IncirlikSiteVisit will be permitted to attend the site visit on 28 April 2026. No new attendee requests will be processed at this time. Contractors are not required to provide prior confirmation of their intent to attend this site visit.


Photography/Videography: Photography and videography are strictly prohibited unless specifically authorized by the on-site Contracting Officer.


Electronic Devices: The use of personal electronic devices, including cell phones, laptops, and smartwatches may be restricted in certain areas.


Questions: Questions may be submitted in writing prior to the site visit or asked during the designated question-and-answer portion of the tour. All questions and official answers will be posted on SAM.gov as an amendment to this notice.



DOCUMENTS AVAILABLE FOR REVIEW: The Government is releasing a draft Peformance Work Statement (PWS) with this notice. This document is considered Source Selection Information and access to it is controlled. Interested parties must request access to this document directly through the SAM.gov system.
